The draft resolution (Reg. No. 2792) deems it unacceptable to shutdown out-of-school educational establishments, including in the sphere of culture, that are in state and municipal ownership on the basis of insufficient funding. It suggested impose moratorium on the shutdown of out-of-school educational establishments, including in the sphere of culture, that are in state and municipal ownership until 2015.
In view of topicality of preservation of out-of-school educational establishments and the necessity to amend Section 14 of the Budget Code of Ukraine regarding change of mechanism of funding of the out-of-school educational system, the Committee recommends that the Parliament should adopt the abovementioned draft resolution as a basis and in entirety.
